Undersecretary

Francisco Moreno Guzmán

Mr. Moreno is a lawyer from the Pontifical Catholic University of Chile and has a Master of Laws (LL.M.) degree from the University of California at Berkeley. During President Sebastián Piñera’s first administration (2010-2014) he served as chief of staff of the Ministry of Planning (2010-2011) and later as head of legislative affairs of the Ministry of Finance (2011-2014).

During his previous tenure at the Ministry of Finance he participated in the analysis, preparation, and legislative process of numerous bills such as the single law of funds, conventional maximum rate, risk-based supervision for insurance companies, tax and customs courts, banking secrecy, readjustments to the public sector, Financial Stability Council, Securities and Insurance Commission, the Fiscal Council, commercial information or consolidated debt, readjustments to the minimum wage, tax reform and the budget laws of the public sector for the years 2012, 2013 and 2014.

During his career he has served as head of legislative affairs at the Latin American Center for Economic and Social Policies CLAPES UC (2014-2018); General Secretary of the National Association of the Press ANP (2014-2018); Prosecutor of the Ethics Council of the Social Media (2016-2018); associate lawyer of the law firm Philippi, Yrarrázaval, Pulido & Brunner (currently Philippi, Prietocarrizosa, Ferrero DU & Uría) (2004-2008), lawyer of the Neighborhood Legal Assistance Program of the Municipality of Putre (XV Region of Arica and Parinacota) and researcher of the municipal area of the Jaime Guzmán Foundation (2000-2002).

He has been a Lecturer at the Faculty of Law of the Pontifical Catholic University of Chile.
